The Institute for European Studies recently published the book by Aleksandra Jovanović, “IPA Instrument of European Union’s Pre-Accession Aid: EU Twinning Projects in Serbia 2004-2019”. The research subject of this monograph is the implementation of the European Union’s twinning pre-accession aid instrument in Serbia, in the 2004-2019 period, through the analysis of fully implemented EU twinning projects in Serbia, within the CARDS and IPA programs. The first level of analysis, the sectoral distribution of this type of EU projects, indicates the compliance of the EU twinning instrument with national strategic documents and strategic documents of the European Union, since more than half of the EU twinning projects were implemented in the sectors defined as priority: justice and home affairs, agriculture, social policy, and ecology. The second level of analysis, the participation of European Union member states in EU twinning projects, through the prism of political and economic relations with Serbia, indicates the preferences of EU members and Serbia, as well as possible bilateral partnerships. The third level of analysis, the dimension of the EU twinning instrument as a facilitator of the Europeanization of a candidate state for EU membership, indicates the significant influence of this instrument towards pro-EU changes in “the way institutions work”, during the long period of the European integration.
