member of the Labour Party and later one of the founders and leaders of the Social Democratic
Party. He served as a member of the British Parliament from 1966 to 1992. Lord Owen led the
Social Democratic Party from 1983 to 1987 and from 1988 to 1990. He was appointed a life peer
in the House of Lords in 1992 and served there from 1992 to 2014. Initially belonging to the
group of crossbenchers, he became part of the group of independent social democrats in 2014.
He played an important diplomatic role in the wars in the former SFR Yugoslavia, where he was
considered one of the most important peacemakers during the civil war in Bosnia and
Herzegovina. He is best known as the co-author of two significant peace plans for ending the war
in Bosnia and Herzegovina in 1993: the Vance-Owen plan and the Owen-Stoltenberg plan.
